140. Cooperative federalism— involvement of states in policymaking and governance; implementation of 15th Finance Commission
Status: Key steps taken on the cooperative federalism front include conferences with Chief Ministers on handling the COVID-19 pandemic, the ‘NITI for States’ platform, the One District One Product (ODOP) programme, GST council meetings, and zonal council meetings. The government however failed to hold even a single meeting of the Inter-state council in the past five years. Acting upon the recommendations of the 15th Finance Commission, the government began sharing tax proceeds and grants to the States/Union Territories from the financial year 2020-21. The share of states in the centre’s taxes has rather come down to 41% compared to 42% in the previous finance commission. 1% has been adjusted to provide for J&K and Ladakh from the centre’s taxes. i ii iii iv v vi vii
