Status: Passed by the Parliament in December 2019, the Citizenship Amendment Act finally came into force in March 2024. The government has kept tribal areas of Assam, Meghalaya, Tripura and Mizoram, and the states where the Inner-Line Permit is needed (viz. Arunachal Pradesh, Nagaland, Manipur and Mizoram) out of the ambit of the CAA. Nonetheless, massive protests were witnessed in the northeast states, following which the government tried to pacify the protestors by putting out FAQs on the CAA and the NRC in print and social media. Additionally, the government set up a committee in July 2019 to implement Clause 6 of the Assam Accord to “protect, preserve and promote the cultural, social, linguistic identity and heritage of Assamese people”.
